Bdubs - unless this is modded to something else on HC, spawning is a circle centered on the player with a radius of 128 blocks; so, although there's a 256 block diameter circle where mobs can spawn around the player, they'll only spawn within 128 blocks of the player, so you don't need to worry about Tango's creeper farm.
